Why Null Ratting removes criminal status?

Hello! I wanted to ask why killing rats in null increases sec status? isn’t null outside of concords scope? why killing gate rats impacts my -10 sec status?

Perhaps killing rats in empire space, that makes sense, you are killing rats under concords oversight, your sec status should be increased, but in null? out of jurisdiction.

Because game play is more important than lore consistency or real world logic.

Also, I’m no historian, but I don’t think real life navies limited their pirate hunting efforts to their territorial waters. In fact, nations today (i’m not naming any names) will carry out extrajudicial killings on foreign soil. Seems to me like the real factor is not whether or not they guy they want dead is within their jurisdiction, but whether or not they can kill him without major negative consequences.
