Each time windows are opened, they are offset by a few pixels from what they were when they were closed (usually lined up with other windows). Is this some UI glitch or working as intended?

Sort of working as intended as this has always been the case, even since before Photon. I observe this only with windows I don’t open regularly, like Info windows. Fitting, Market, Wallet, my hangar windows and so on stay in the same place all the time. It’s most likely meant to prevent situations where one window would completely block another and make the background window inaccessible without minimizing or closing the foreground window.
