Windows 11 detects Eve Online game window Always in background

I usually set a frame limit of 60 FPS for the game in the NVIDIA graphics settings. And 20 FPS for background mode.

However, yesterday I discovered that the game consistently gives 20 FPS, regardless of what I do with the game window.

As far as I understand, nVidia or Windows thinks that the Eve window is constantly in the background.

As a result, in order not to play at 20 FPS, I had to disable the FPS setting for the background mode. Everything worked fine, but now, when the Eve window is in the background, I can no longer save so many computer resources since the game gives out much more than 20 FPS in the background.

Has anyone encountered a similar problem? Is there any way to solve this?

P.S. Apparently, this happened after installing the new NVIDIA driver and updating NVIDIA Experience.
