wth i thought EvE didnt have any rules and stuff scammers are ALLOWED to scam and everyone is allowed to kill and steal whatever and how ever they want

Well strictly speaking there are no real rules pertaining as to how you make your ISK… But botting is pretty frowned on by CCP. Which goes for most games anyways. As far as I am concerned, if you make it to the wreck before anyone else. Well finders keepers and all that.

And that’s fine.
Now if you have a suspect mechanism made to allow people to retaliate, but also a station mechanism that allows you to dock and completely ignore that suspect mechanism, then there is a problem.

I do believe a weapon timer implementation would solve this issue in the best way however it wouldnt entirely make sense in the terms of the game since you didnt use a weapon to loot the wreck. But adding a timer would allow people to try and combat these looters but just be prepared because the day this goes live you will suddenly see fast warp ships doing the exact same thing but then just warping to safe and cloaking
