I am not sure if CCP saids wether it is a directed attack or not. If the latter, it could be that the whole thing was bigger and hence people from specific areas could still have issues.

Any more people from East Coast USA having trouble?

The game industry historically doesn’t pay very well, so a top notch coder with a fantastic salary is likely beyond their reach. While I think CCP does have good people, they’re there because they love what they’re doing, not because they’re well paid.
