Even if not cov-ops, give them some normal cloak bonuses ala the Black Ops ships.
There’s not really any reason not to give it a Covert Ops cloak (this falls in-line with the rest of the SOE ships).

The point that it is one of the best RR-doctrine ships is reason enough not to allow it a Covert Cloak.
I mean, what’s this stupid discussion even about? Some guy who has barely any experience in PvP complaining about “stats” issues so he can’t fit a Sniper-Kite-Beam-Laser Nestor that also apply dronedamage to 150km. Wtf? Nestor’s are the SoE’s fleet support ships and they fit their role pretty nice in WH space.
- you can squeeze 5 (!!!) of them through a hole compared to the mass of one other combat battleship
- each of them provide twice the RR-power of a full-skilled Guardian
- while also having 2-3 times the Armor Buffer of a Guardian (which often cannot benefit so much from it’s small signature/speed because in these fights massive amounts of Web and/or Paints are present)
- being MUCH more neutralizer-resistant than Guardians
- 2 Cap batteries=44% neut resistance vs. usually 0% neut resistance on a Guardian (AB+Sensorbooster or DualSensorbooster is standard fit)
- ~13k total cap (~24k effective cap after resist) vs. 2.8k cap on a Guardian
- being able to come in a HeavyCapbooster fit using 3200er charges forever if the fleet is clever enough to re-supply it in-fight by just dropping more boosters should one Nestor come under threat of being neuted dry
- being able to also come in Cap-Chain fits like the Guardian to provide even more cap-warfare stability and support other ships that are neutralized
- offering 50% higher base ECM resist (Sensor Strenght) from the getgo than a Guardian (36 Nestor, 22.8 Guardian without Sebo, the Guardian needs an ECCM scripted Sebo Running to surpass the Nestor with 44 Strength)
- and providing the firepower of a full set of Sentries/Heavies
- and having an aligntime after jump that enables it to keep up with any T3, HAC or BS doctrine
- and offering a freaking RefittingService ON FIELD without the need of Mobile Depots
This freakin’ ship is godlike. If it would be any better it would be borderline OP. It doesn’t need more PG or anything else, simply because you would never fit a full rack of Lasers on it, not even talking about BeamLasers. Even if you just use them in a small gang of only 3-5 Nestors for Ninjafarming, half of the HighSlots would be RRs and then MAYBE some DualHeavy Pulses for some additional punch.

Listen OP, Nestor may not be great at achieving your goal of “shoot lazrs good” but that doesn’t mean the ship sucks. As many others have pointed out it has some features that don’t appeal to you. Maybe try a basic Amarr battleship - Apocalypse for instance. If you want to keep the green corner tag and use lasers you can check out the navy ships, Nightmare or Bhaalgorn.

It’s used a lot less than it used to be, but one of the most effective ways to run anoms and mid-tier PVE for the longest was using a resist bonused battlecruiser with 2-3 LSEs on it… and it was a pain to break them in small gang when small gang meant 2-8 guys most of the time.
Flatly no. The Blops bonuses being fixed so they correctly multiply velocity makes that bonus too good.
I can’t find a sustained solo stable guardian over 700 with boosts, but I can make sustained solo stable nestors over 1600 with boosts. Top end performance is >2x, but it is super insanely pricy and not suited for pvp or less than locked down wormholes.

Not necessarily. It could even be an edencom BS for amusement and to reduce the people who can hop in to it at skills 5 immediately, so as to softlaunch it. 6 highs , 7mids, 6 lows. Rather than give it rep amount, give it cycletime and cap use and put resists on the edencom BS skill, etc. There’s ways to make it work.

Thing is a beast in several roles you discounted it for. You seem to want it to be a nano RR+DPS platform for low end wormholes. It’s really not that, and it’s not a good ship to solo in. What it is, is potentially the single best subcap force multiplier in the game for content that requires holding the field. It’s able to match a single triaged capital rep, so it’s the way to hold up structures under attack or rep them in high sec. It does insane combat reps, again 1600hp/s sustained if fitted out with no regard to cost and properly supported, and does it while able to put some hate downrange itself.
