I actually think that non-consensual PvP is absolutely vital to highsec, I just think it should take effort and risk to engage in it and that most of the people that do it now are no better than the miners they claim are bad at EVE.
Well, we agree on one thing at least. Where we differ is that you seem to think that it takes no effort to hunt highsec players/PvE’ers, and this is just not the case. It takes a great deal of skill and effort to successfully hunt, and it certainly takes a lot more than many other activities in Eve (such as being an F1 monkey in bloc level pvp).
As for the risk, 2 things. First, we all wake up to the same Eve and the same game mechanics. Various players and groups can and do fight back against gankers and highsec pirates. The problem is not that the mechanics favor highsec PvP’ers, the problem is that most highsec players would rather turtle or complain that try to fight back.
Second, highsec PvE shouldn’t be risk free either. And, quite frankly, it is super risk free right now. Of course, I am aware of the metric butt ton of players that die to highsec PvP. However, they do not die because the game mechanics skew the balance of power towards the hunters. They die because they keep doing stupid stuff. The players who die to highsec PvP’ers are lazy, impatient, uneducated (in terms of game mechanics, not schooling), and/or knuckle-headed. Those with half a brain and good decision making skills can actually go years without losing any ships to highsec PvE. For example, I have done a crap ton of carebearing in highsec, yet the last ship I lost a ship to war target or ganker was nearing 5 years ago when I was a fresh faced noob in Eve University. It literally took me about 2 weeks to learn enough about the game to lower my risk to damn near zero. And, just in case you didn’t know, Eve University was in a constant state of War while I was in there -and I am not exagerating or being hyperbolic; I do mean constant. Hell, we were usually war decked by 2 or 3 groups at a time.
If anything, highsec is too safe. And those that think otherwise should learn how to keep themselves safe, rather than complain that the game mechanics be further skewed towards prey safety. Those who die to highsec PvP do so because they do stupid stuff, and doing stupid stuff should be punished. In other words, I want pre-Battle of the Bastards GoT rules, and you want post BoB GoT rules where people can do stupid crap with impunity.

Are you serious? I literally told you that part of my chart was based on actual f-ing research. I even provided sources. Of course, I injected my opinion into it when I plotted eve and various actual and proposed changes, but I admitted that as well.
It doesn’t even make sense since it reads as if it applies to highsec, and puts “no concord” on the right with minimal destruction, but then has blackout to the left of it, even though blackout affected null and null already has no concord.
Okay, different areas of space have different mechanics and are populated by groups of differing organizational and skill levels. Concord isn’t needed to mitigate risk in nullsec because because: (1) NS is more remote, (2) you can and should assume that anyone that isn’t blue, green, or purple to you is trying to kill you, (3) there are standing fleets, (4) there are capital umbrellas, (5) large blocs can flash form response fleets, (6) there are intel networks, (7) you can cyno in a response fleet to your exact location, and (8) the aggregate skill level of nullsec pilots is a little higher than that of highsec pilots.
However, Concord does play a critical roll in balancing danger in highsec. In fact, Concord is basically an NPC response fleet. And since there are fewer player response fleets in highsec, and they will be slower to respond, the presence (or absence) of concord has a much larger effect size on the danger of highsec than it would have on the danger in nullsec. Think of it this way, not wearing a motorcycle helmet while riding your motorcycle will increase the threat of serious head injury way more than not wearing your motorcycle helmet while riding in your car. It’s the same piece of gear, functions in the same exact way, but it’s protection is rendered more or less redundant while riding in a car.
It’s also a massive oversimplification as it doesn’t take into account reward and it doesn’t consider how danger affects both sides of non-consensual PvP.
It was a simplification, not a massive oversimplification. Greater rewards will increase player tolerances for danger and skew the curve left (move the hump to the right), but it will not fundamentally alter the relationship between danger and activity. Too much danger (how much is too much is dependent on many factors) will still decrease player activity levels. Think of it this way. Too much food will make you fat. How much is too much? Well that depends on your size, body composition, and activity levels. However, that doesn’t change the fact that having a calorie surplus will cause weight gain, while having a calorie deficit will cause weight loss.
Honestly, I think that most of the pro-gank crowd won’t be happy until it’s impossible to even get by in highsec. They fundamentally do not like the idea that someone can play EVE and not be engaged in constant combat with other players. Most of them need to sod off back to Fortnite.
