That simple, have a bounty function for Upwell structures. Paid out in full independent of the structures KB value, distributed to participants of the kill as usual. If the structure is unanchored, bounties will be refunded.
If you think the owner will destroy his own structure to get the bounty, fine, mission accomplished.
Also becomes an organic way to advertise your structure as self bounties do in the current system. Large power blocs ‘upvoting’ structure name memes and general structure advertisement with ISK.
Would it be too powerful for intel if notification or priority status was listed on the bounty board for structures that are unanchoring with active bounties?

There could be a base bounty threshold that needs to be reached before a status message like this is shared when a structure unanchors.
If bounty payouts are split equally, regardless of damage done, this may lead to some hilarious scenarios of killmail ‘whoring’ for the sake of diluting bounty payouts–notably when the 3rd party has massive numbers.
It’s the idea of highlighting a structure that someone feels should be destroyed (or on the flipside, a structure a defender feels is so impervious to successful attack they wager billions of their own money on bounties as a statement ‘try it, and you’ll fail’)
