Allow full access to capitals in highsec combined with a broad ehp nerf across all capital hulls

Even if you get access to supers and titans in highsec, nobody will be selling them to you as building them is only possible in nullsec as it needs to be done in sov-null.

Thankfully, there is a solution from the old thread!

perhaps … NPC owned megastations, with unique appearances ’similar to the new Jita IV-IV under construction’ , that allow you to park your supers/titans if you end up losing your citadels in war and pvp
