The announcement at Eve Vegas is that while Alphas will still only be able to train 5 million skillpoints free you can use up to 20 million skillpoints on a free Alpha state account. The additional skillpoints will need to be earned using Omega time or purchased with skill injectors.
The extra skillpoints are combat related - small & medium T2 weapons, battlecruisers and battleships. No additional industry skills mentioned at the keynote.
