No it wasn’t. The Fiction Team wrote that apology.
Which should tell you what Hilmar considered it.
Two years ago, Brisc was kicked off the CSM and banned because someone in a hostile alliance told another CSM that Brisc was leaking and effectively manipulating market value on faction supers. The guy who started the rumor was intentionally just being a lying jerk, and the other CSM was obligated by the terms of the CSM to report it. CCP then utterly failed to do any due diligence, took action, and (critically) issued a public statement accusing Brisc (whose real name, face, and occupation as a lawyer and lobbyist are well-documented parts of his EVE/CSM identity) of (among other things) violating the NDA.
To make that short: they publicly accused a lawyer of doing something that’d get him disbarred, without a single shred of evidence. Because it wasn’t true. Brisc kept his cool, talked with CCP, and things got straightened out when CCP decided to actually do an investigation into the accusations and found… ‘oh, this well-known troll and jerk is being a trollish jerk’. CCP apologized and reversed the ban, but he sat out the remainder of that term and the next, before deciding he was willing to do the CSM again.
