You dont understand what the problem is.
Let me explain it to you one last time.
Stuff is in a structure, it ceases to exist for whatever reason. If there was a NPC station in the system, great, it will only cost you 0.5% to recover them.
If the stuff had to be moved to the system next door because there was no NPC station in the system, boom, it will cost you 15%. Just stupid.
No, we understand just fine what your problem is. It’s not a problem with the game, though, it’s a personal one that nobody gives else a ■■■■ about.
It sounds like all your wealth was in that station and now you lack enough liquid ISKies to unlock your stuff. Is that the reason for your tantrum?

Will still be in the same system as it were before, thus will still be inaccessible if you do not have access to that space.

It can be moved anywhere, not only next door. And you can always move it to a new structure in the same system.
The problem is you’ve lost, and that’s just your problem. It’s the same for everyone else and we all play the same game with the same rules.

Stuff cannot be moved until after you have paid the recovery fee.
If the stuff is in the same system the recovery fee is 0.5%. If the stuff is in the system next door it will cost 15%. It makes no sense.
The result of this situation is that little to noone will use upwell structures in systems that have no NPC stations. Was that really the intention?
These are the rules of the game. When you don’t like them then don’t play.
Nobody is going to care for your complaining when you didn’t prepare for this event and end up being presented with the result. You lose. Take your time to take it all in. Let it hurt you and make your game miserable. That’s the intention of loss.
Next time you know and will be able to prepare ahead.
And no, structures are not safe havens. They need to be protected.

Let me start with I have 0 sympathy for you. Learn the mechanics much like you would for any game. Ever. That said good @ISD_Sakimura here is not customer support. He is a player volunteer. If you don’t like what he said go ahead and file a support ticket. His word is far from final. Know though that the chances of anybody else giving you a different response if you speak like this are pretty low.
My suggestion if you are truly so space broke you can’t afford the minimal cost of 15% instead of complete loss is that you file a support ticket and appeal to a GM. Leave nothing out but you know speak like a grown adult not a tantrum throwing 4 year old. My 2 cents worth you are of course free to approach this however you wish

How about you stick to the topic instead of trying to derail with an ad hominem?
You have days if not weeks to move your stuff out when your station is under attack. Since we are talking about empire space you can do it at ZERO RISK with neutral alts. If you plan on not playing the game then don’t keep your stuff in a station that can be attacked. If you had done that with a POS you would have nothing now.
The real tragedy here is that CCP decided to keep your stuff secure indefinitely for the small price of 0.5 - 15% of your value and it is still not enough for you! When will you carebears stop complaining that the game is too hard? When everything is 100% secure without any effort at all?
