Stopping the hauler with a point was part of the original design. The only thing the module does is put the target into warp without needing to align. If you can keep a point on it, it will stay right there, then warp off as soon as the point drops.
It’s not intended to make life easier for the criminal, wardecced, or flagged. Just people who can’t get aligned.

Aggressors in both cases are using mechanics that keep them safe from retaliation and consequences for their actions without potential for redress by their targets. Weird that the targets are the ones somehow not putting effort into their own safety.
