I think you have a major timeline problem in your argument.
This is what happens anyway when the ganker steals loot deliberately flagging himself.
You are thinking the wrong away around. What changes is not when the ganker enters second. Its when the ganker enters first. Which is under your harebrained scheme, the thing that that they will suddenly care about, and work very hard to achieve, because its just going to flag everyone that doesnât understand the mechanics, which is a massive win for them. People being flagged doing pve. lol.
Not only that, when they find the site, they are not going to complete it, they are going to sit in it. There are only ~4 highsec ded 4 ded signatures per race, so the whole of gurista ded 4s could be easily shut down because 4 out of a population of thousands of gankers want to shut it down. All you would then find is occupied sites, that never move.
Hint : if you actually did a lot of exploration content, youâd be aware that gurista ded 1s (in highsec) have a key exploit, and in the entire time Iâve run exploration content, people who have key control have never relented and left the sites alone for the newbs that they are supposed to be for.
Its not going to happen. bad actor x is going to look at the killboard of bad actor y and chat about taking over the site after bad actor y has finished killing flagged PVE players. What they arenât going to do is fight each other.

It was more of a bitch about the âthis is mine & I was here firstâ mind set and never intended to acknowledge or address anyoneâs perceived problems. It was, in all honesty, not a poor alpha that mailed my CEO but some pilot who didnât follow up on his threats and in his bio claimed to be a WH baddie from a C5 corp. Well, that turned out to be a bunch of horse sheet also. Too bad cause I was going to hunt his wh down a attempt to interdict some of his loots.

More specifically there is the exact opposite of this supposed rule. Nothing in space belongs to you until itâs in your hangar. Those who leave a site when someone is there do so from a misguided sense of politeness.
This is a game, fun in a game comes from competition, players have a duty to provide that competition in EvE otherwise it becomes stale very quickly.
People need to realise that, unless they can back it up with force, their self imposed rules donât apply to anybody but themselves.
Iâd steal stuff from this guy just for the tears, well that and any transfer of stuff from him to me is to my benefit; stuff being my stock in trade.
EVE is a competitive game. It doesnât matter who gets to the site first. It just matters who grabs the loot and can hold onto it. Donât like it, go play another game.
Mining other peoples rocks and lasering off with as little as possible left int he rock wasting their cycle time and swiping other peoples combat sites or even better mission specific items are the best things to do in highsec though
I think there is a general understanding among the player base that tackling & warping needs a major overhaul.
In High & low we have the issue that it is difficult to tackle within sites such as missions & DED. Often an attacker will be 100 miles off any potential PVP target due to the accel gate mechanic. Meanwhile any defender in said site will not be carrying any sort of tackle as to maximise their PVE fit. This lack of tackle prevents any defenders driving home a defence as their attacker will always be able to retreat if they are about to pop. This makes PVP within a mission, DED or any site for that matter 100% pointless for 1 side of the party 100% of the time, this is clearly broken.
A simple & effective solution to this problem would be to provide every site 100% warp disruption coverage within a room say out to 10k km. The only way to leave a site would be exit accel gates, these gates would be stunnable by a player shooting which prevents activation for 5 mins. To prevent griefing the gate would stop being stunned after 20 mins. A normal ship point would always prevent you accessing this gate as normal.
Null sec Warp mechanics does not even really need discussed as problems with bubbles are widely known. Bubbles offer far to much power to those who deploy them. Being able to create a wall of safety that rivals high sec should not be a thing.
Right here is the problem, you are in HS and protected by various rules. You maximize your PvE fit and then complain that a PvP fit ship can steal something from you and get away. If you donât want to PvP fit your ship to run the site as fast as possible, and focus on getting the loot first. If you want to defend it, then fit for PvP accordingly. This will impact the speed at which you clear the site as a trade off.
To be honest from my experience I know for a fact I could clear a Phi outpost in Gallente space in around 10 minutes in my gila even with a scram fitted. Learn the site, learn how best to complete it with the risks that go with it. Compete as you choose and accept that sometimes you will lose the loot.
