You already have equality in the form of opportunity, ruleset and game mechanics.
What you want is equity, an equality of outcomes; regardless of effort and skill. To achieve true equity you must treat each person differently according to their abilities; the exact opposite of equality, which is treating everybody the same regardless of their abilities.
Equality is the default setting of the game, it comes free.
Equity is provided by other players, everything that you need to know in order to avoid the predators in hisec and play in a 99% risk free manner is public domain, if only people would put the effort into reading, understanding and applying it.
On the larger scale equity can be achieved through the application of social skills to gain access to more specialised knowledge.
What you do with the first is on you, whether or not you can achieve the second is also on you.
The economy of Eve is driven by the fact people destroy each other.
When you stop this destruction, the economy collapses as assets accumulate and are not removed. Which means, basic items (all T1) will cost nothing.
This is what happens in “safe” mmos. They die because people keep their assets, and the most interested people go away.
The reason why Eve is still present after so long, is that there is no “max level” you can achieve : the assets you used can be destroyed.
You are advocating for Eve to die when you ask for a safe haven.
This in and of itself addresses a perceived inequality. If you think it’s a step towards a much larger and sweeping change to the dynamic in hisec then you’re either deluded or you’ve been misinformed.
It’s no point of “skill” if you have no choice but to accept pvp…
Give PVE a space where the can play THEIR game and -if they like- they are free to enter “the scary zone of the game”

Equality is treating everybody the same, the game does exactly that; you get the same rules, same skill tree and the same start in Eve as everybody else.
Well everybody IS treated the same if PVP is only possible in low and 0.0.
EVERYBODY has a place he could roam freely and those who want a crossover are free to enter low or 0.0…

You already have that, to demand more is selfish. What you want is freedom from interference in your game play by default; and you can’t have that because nobody else does either, you have to achieve that for yourself.
There is a wealth of knowledge that will allow you to PvE with a 99.9% certainty of not exploding if only you’d read and learn from it; much of it provided by the very people that you dislike. There is also a wealth of knowledge on how to engage PvE players who don’t learn from that knowledge; also provided by the very people that you dislike.
Your “freedom” from the interference of others in Eve is your responsibility, that interference will always be possible and happens in many many ways that don’t involve an explosion.

The whole design of Eve is that there is always an opportunity for conflict and or competition, and that every single activity in Eve, including the ones normally classed as PvE, is there to provide those opportunities.
Eve is nothing but PvP, competition between players being the epitome of player vs player; the PvE is merely a means to an end.
You’re meant to be at risk from others when you PvE, because PvE funds and provides materials for PvP in all of its myriad forms.
Eve is hard, it’s even harder if you don’t understand it; which you clearly don’t.
Newbro 2 Cents - This eases the tension on PvE players that only wish to PvE, while not making them completely untouchable. Being able to multibox a mining fleet in an structure-less corp with relative impunity is indeed an issue, but it’s not an issue you can solve without also hitting a mining fleet of heartbeat PvEers.
This however does not solve the core problem of massive pirate corps WarDeccing smaller corps and using the system as legalized piracy. Without a scale based cost for the discrepancy in attack vs defender size or scaling cost of repeated Wardeccing there is relatively no penalty for a piracy corp squishing small targets. Small corps that want to have their own Raitaru to call home already have the investment costs and fuel cost they have to debate, while worrying about defending it against competing corporations. A small 10 man corp fighting a small 10-20 man corp is a compelling battle. A small 10 man corp versus a 200+ member corp/alliance is basically a profitable slaughter.
