Yes, capital ships can end up in certain circumstances in high sec space like Rens. They’re not allowed to do anything but fly around and mine, as far as I know.

Can confirm it is an Apostle. You should try to catch Chribba in Amarr someday. That is a sight.
The most common question I get is how. This Apostle was actually an Archon. When CCP made the FAX I guess they had to dock them to change them. I was logged out in it in a wormhole. Not sure why they picked Rens to move me to or if I did it.
When it happened a corp mate used to encourage me to hang out in it. Said he wanted me to “Make Rens great again.” I would from time to time and he would hang out with me sometimes. He passed away this year. We all took it pretty hard. Now whenever I am in the area I make sure to spend some time there.
