I sent in a support ticket to CCP about it 3 months ago after searching the whole constellation for almost 6 hrs, had bookmarked 5 different sites and warped to each of them multiple times but they all remained dead. CCP said the site was bugged and normally it will respawn somewhere else after being completed since there’s a limited amount of those sites spawning randomly within the constellation. Due to the bug the GM said the only way to complete the site was to log in right after downtime and be the first one there before anybody else completes it.
I don’t know if the situation is still the same or not since this was 3 months ago. I recently revisited those bookmarks I had made which just went to empty space, also there were no sites listed in the Overview within those systems.
By the way, the Olfei Medallion can be sold on Regional Markets…
@CCP_Falcon Please get someone to respond in this thread. A whole region needs/needed public trade, and we would like to know why it whent down.

The completed or broken Demonstration sites didn’t despawn not after completion, not after DT. The Sveipar is a well populated Constellation, where L4 missions are performed frequently. So, as soon you’ll accept the first Epic Arc mission, a new respective site will appear somewhere up there. Until you’ll bring your Cruiser or a slower BS there and until you’ll jump between systems and from one broken site to another, the newly one will be completed by locals. As I was able to see, the site can be finished by 2-3 sniper Stabbers. It’s ok. As the Agent states, those anomalies should be a kind of competition for everyone.
The chain issues here are next. A style of the broken sites motivates us to buy that Olfei Medallion from the market. If the Heimatar market is broken also, it makes difficulties to access the Epic Arc content, especially if Hek is empty on Medallions. Moreover, to participate in the Epic Arc content you have to agree to be scammed, because the Medallion’s price is 50M ISK currently - it’s more ISK that can be grinded from Chapter 1. This tends us to open a “Negative ISK Epic Arcs” topic. If your are lucky, you can buy that thing for 20M ISK, which is more or less ok.
BTW, AC Loki is better for Wildfire due to range and damage type on: Hail, Faction Fusion and Barrage Ammo. A HAC Loki is good for Blitzing those missions. It’s a content where Marauders can be useful for full clearing. Overall, nice content. It will be better to increase the BS bounties by 500k ISK and loot quality for unmotivated Blitzing.
Looks like, if somebody starts a new Epic Arc, then a new working site appears up there until it will be finished. After this, the site remains in space for unknown amount of time as a broken one, without rats.
Wait, didn’t you say the site was broken and empty both before and after Downtime?
Anyway, I also thought the sites only spawned when the epic arc was started but that’s contrary to what the GM said.
He said there’s a limited amount of sites that are suppose to randomly spawn as Anomalies within that specific constellation which are not dependent on anybody starting the Epic Arc. They’re sorta like the Cosmos Complexes where you have to go to retrieve specific items.
The entire market system in Cobalt Edge has been offline/non-visible for at least 2 months now. They have been/had been made aware of the issue, but no communication has been had regarding the issue. It’s getting incredibly difficult to do any open marketing.
