What are you going on about? You can still place bounties, and you can still collect bounties. They just temporarily turned off the bit that displays the current bounty in the client because it was slowing down the server too much in these big fights.
I think it would be a good alternative if display of killrights and/or bounties were “turned off” outside hisec.

Surely this pilot never intended to engage in PVP when they started the day, but after a few solid slaps on the hood of their mobile space dumpster they put their magnificent space potato on the line.
I mean, how could they possibly lose to an alpha with less than 5 mil sp under their belt… in a fed navy comet no less?
Well, instructions were given and lessons were learned.
They were classy about losing their battleship to a frigate in 0.8 space, which is more than I could say about most. Respect was given in both directions, as they managed to not only kill one of my drones but also put my comet down to 31% structure.
PVP belongs EVERYWHERE. It is an intrinsic thingy that makes EVE go. Conflict drives the economy; without destruction the market for the products that players make would become sickeningly bloated and die.
Even people who don’t generally intend to pvp can find enjoyment from it. Loss teaches hard lessons, but those lessons generally aren’t forgotten easily either. It crafts better players.
It’s not that ‘eve is special’ so much that you fail to understand what EVE is.
