AFAIK hisec/empire has been fairly contiguous since 2005 when CCP remapped the stargates to kill Yulai off as a trade hub.
2003 to 2005 is anybody’s guess.
What happened during the first few months of the game doesn’t really count, since it was basically the initial testing period, and only a fraction of the game’s existence at this point.
The highways were removed around spring 2004, a few months before I started playing. The universe has been static since that time, until the Triglavian event (and all that did was remove one of the “lines” in the “figure 8” linking all of the empires together, resulting in a linear path from Jita to Amarr).
Most won’t give this much thought and that’s probably a good thing, but …
