This change will make people buy injectors to inject alts into force recons to sit cloaked off their rorquals instead of using throwaway no-skill characters to light their cynos.
FTFY.
Once again we see the sandbox get smaller. Instead of adding more ways to disrupt cynos, we get this drek.

Consider the consequences for nomadic supercap users - Anyone using supers to hunt under a hostile supercap umbrella will have issues with moving around now that self-destruct cynos are very expensive.
Also, while hunting is still doable using recon cynos with local blackout, this change would kill nomadic supercap hunting if blackout is ever reverted.
