People can own any part of hisec the same way people own any part of lowsec - by blowing up opposition and enforcing their rule. Sure, entire hisec is just rp but you can’t claim that about uedama or niarja… among few other systems.

generally yes, the people who want authority are usually the last people who should have it, and vice versa. however my reluctance is due to my own massive incompetence at just about everything eve related. and severe lack of social skills, so I am particularly un-suited for the spot… I may be better than some other choices, that doesn’t make me a good choice though.
