And how else do you propose to evaluate the safety of highsec given the fact that “safe” can only be defined relative to other things? What objective rate of loss, independent of any references to anything else in EVE, is considered “safe” and what justification do you have for that standard?

The term is “high security”. And we have plenty of high security places in the real world for comparison. Eve high security space simply isn’t even close to meeting the standards. It is therefore misleading.

We had our biggest exodus of players between 2013 and 2016. Player number plummeted basically the entire time.
PvP changed tremendously. Salvaging and stealing mission loot was a HUGEEEEEEE community back then. Suddenly Ninjas was the group I was in and we were recruiting like CRAZY up until these changes. It was seriously the best time in Eve. New bros could jump right in a heron and start stealing mission loot. We would kill a mission runner every now and then but we made so much off of loot and salvage we really didn’t need to care too much either way. Ninja Salvaging was a MASSIVE part of PvP player retention.
THEN, CCP destroyed the game.
Between 2013 and 2016 (by which point our playerbase had dropped to half) we got:
Crime Watch: Which was basically a big excuse to nerf orca ship swapping and give Whale mission runners a safety button. Added no content. Removed swaths of it. Furthermore it made suspects shootable by EVERYONE instead of just the corporation we stole from. This didn’t really matter to those of us who were established but there were NOTICABLY fewer new PvPers sticking with the game after this change.
NPC Bounty Buffs coupled with Tractor Units, Noctis, and Salvage Nerfs: This might not SEEM like a PvP nerf but it was DIRECTLY targeting the ninja salvaging community. It wasn’t even that these additions made it any harder for us to steal salvage, the problem was that they devalued salvage to the point that it was no longer worth the time for us OR the mission runner. Now the mission runner has nothing to defend, can play basically AFK, ANDDD FAR more of their income is direct inflationatory isk deposits. Couple this with inflationatory Incurions added a year earlier and you see why plex prices more than doubled over this period. This is also why CCP is having to rebalance minerals now. People got too rich, but instead of nerfing bounties (which is what they SHOULD do) they nerf industry cause there are way more Whales in ratting and missioning than there are in industry.
And these were just the nerfs to the Salvaging community. The few Ninja Salvagers of old who actually stuck with the game switched to suicide ganking or War Deccing because of these heavy handed nerfs (mUcH bEtTeR cOnTeNt AmIrItE?) and CCP proceeded to nerf those professions into the ground as well.
It was a clear change of business model by CCP. They wanted the game to be easier to moderate and what they REALLY wanted was a NEW game (dust or some other pleb magnet) that was MUCH easier to moderate. Needless to say they failed on all fronts.

Alleys are not comparble to expressway toll booths or the outsides of major shopping centers or official buildings either. Plus, such places even being labeled “high security” is rare, because actually achieving high security in such areas is difficult.
