I cannot argue for or against a present necessity of reform, as the complexity of current matters outpaces my understanding. I can suggest that CONCORD is not so mercenary as to extort regular citizens outside their jurisdiction.

Iâm given to understand that non-capsuleer CONCORD ships are destroyed every day in nullsec that is controlled by the major criminal powers, who provide capsuleer contractors with missions that involve destroying CONCORD task forces, much as empire agents provide capsuleer contractors with missions to destroy pirate ships in empire space.
Have you asked yourself, Shirin why would CONCORD want to prevent you from interacting with non-capsuleers? Would we keep funding them if we knew what they are - or, more likely, are not - doing to protect our families, our homes or our fellow humans?
Why do I believe that it is more likely they are doing nothing to protect non-capsuleers? Look at their policing methods! Instead of preventing what they believe are âcrimesâ, the punish capsuleers by blowing up our ships. How many innocent civilians die in those explosions? I can tell you one thing, the instigating capsuleer wonât be one of those casualties.
They could look into prevention and rehabilitation if they truly believed they were a force for good. We in CODE. issue permits and keep in contact with permit holders to ensure they are still obeying The New Halaima Code of Conduct and The Law of Highsec, for instance. But, if they did that, where would those capsuleer ship sales taxes come from then?
And my dear Saava. I understand that you may feel we in the New Order are, shall we say, over-zealous in our approaches but may I make one comparison:
I, as a New Order agent, sign in to the relevant local communications channels thereby informing other capsuleers of my arrival. I might even announce a permit check to ensure any capsuleers who are not displaying their credentials correctly get the opportunity to do so and, more importantly, encourages capsuleers to stop committing illegal acts. I then identify a capsuleer who is in breach of The Law of Highsec - more often than not, on my patrols the relevant breeches are:
Subsection 2E . Capsuleers are prohibited from autopiloting.
Subsection 3B . Capsuleers are prohibited from participating in hauling without a permit.
Subsection 4C . Capsuleers are prohibited from slandering the CODE, New Order, or Law of Highsec. This includes twisting or misrepresenting information in attempts to convert innocent bystanders to criminally violent or insurgent perspectives.
Notice how these laws are easily accessible to anyone who wishes to find them and are clearly defined. I will then enforce the law as necessary before sending a mail to the criminal explaining what they did and how to avoid any criminal actions in the future.
Prevention comes first. Then identifying the crime. Then punishing and re-educating.

I stand corrected. As I said previously, keeping New Eden safe from the greed of capsuleers takes time and so I have struggled to keep up with the news.
Bzzzt. Nullsec capsuleers are, in fact, lawfully-operating capsuleers under CONCORDâs guidelines. CONCORD regulations do not prohibit undeclared wars in 0.0-status space. And before you try to claim that CONCORD does not oversee or claim jurisdiction in those areas, we pay them. We do. Directly. Sov bills go to CONCORD. So if theyâre not doing their job, what are we paying them for?
So, are we lawfully-operating capsuleers, or are they extorting people outside their jurisdiction?
In the absence of CONCORD, an actually pro-active security organization that would work to prevent, rather than simply punish offenses could be implemented. Who knows, they might even actually engage against threats against whom CONCORD does not, like the Triglavians, Drifters, Sansha, Blood Raiders, Guristas, EOM, Serpentis, and so on.
I dare say that would constitute a âsaferâ cluser.

On a side note, the news report on the Triglavian and Drifter invasion is interesting.
Triglavians focusing on intelligence gathering, kidnapping people to interrogate and minimal causalities when possible.
Drifters are going full resource gathering, mineral and biological. 1 billion dead/lost? Even 1% is still a lot of bodies to input infomorphs and replenish their ranks.
If they are needing bodies/materials that bad, congrats on everyone killing them by the thousands.
There were services offered, whichâstill, as this is an âemergency measureââinclude a functioning Local communications relay and system traffic monitoring. If you pay a contractor or vendor for services, and thy donât deliver, normally, youâd be refunded a portion of the fees commensurate with the services not provided for that billing period.
As for why? Itâs an automated bill issued for operating an Infrastructure Hub, even if you built it yourself from materials you provided.
So CONCORD claims. Weâve seen no anomalous Drifter activity for a week now, all across nullsec. So if theyâre harvesting, theyâre doing it on the sly.
Now that you mention it, i always found amusing that when Sansha invades planets we never get to see shuttles or people being uplifted on our overview sensors.
Guess we have to rely exclusively on their word for some things.
