Suggestions:
Review all cosmos related storyline items and give them all a boost in power.
Remove all Cosmos related skill books from the random data cans or anything external from the cosmos region area. Make it as it once was in the past, the only way to get cosmos skill books is from the static cosmos complex sites.
Re-Add Loot drops to the NPC groups that spawn in the Cosmos Static Complexes
