You have no idea who I am? And you feel qualified to talk about the CSM? As this is my fifth term, as a non-nullsec aligned member. Means youāre talking about something which you have no real knowledge of.
As for groups horse trading, why wouldnāt they? They want to get their person elected. But theyāll deal with the groups who they think will think it similar ways, to have their candidate on the other ballots, in specific positions, in return for a position on their ballot.

To fill in a little detail then:
Iāve been elected to the CSM 5 times. Thatās 9, 10, 11, 12 and 13. When I finish this term, Iāll have been on the CSM longer than any other person has managed. (longest is 4.5 years. 6 terms (back when terms were 6 months long)
I run www.fuzzwork.co.uk, one of the major Eve industrial websites.
I convert the SDE to various formats, which are used by most of the tools out there. (There are some people who do things themselves. Most donāt bother, as they donāt need to.)
Iām a Highsec industrialist (with a side order of mission running, mining, and all that good stuff)
Iām living proof you donāt need to be part of a major Nullsec Bloc to be on the CSM, as Iāve managed it 5 times. Iāve spent maybe 10 hours in nullsec space (yay for roams with RvB ganked). Iāve spent more time day tripping into wormholes.
If anything, they owe me. (Well, Aryth does. About a beer or so, if my math is right. )

I have never received funds from players, for anything to do with being on the CSM. Thatās including RL as will as in game funds and assets. (for full disclosure, I do have a patreon to help defer server costs, for the services I provide to eve players in general. It covers maybe half what Iām paying every month)
As for what a campaign costs: Uhhh, how much do you think it takes to run for CSM? Itās not like you have to run adverts anywhere.

Steve spends his own money for stuff that helps the community a ton. Thereās a reason he gets votes. Anyone who uses the stuff he provides (and knows that itās him doing it) pretty much vote for him every year.

To me, it looks like you are getting re-elected because you provide a tertiary service to EVE, and directly earn money via Patreon in doing so.
IE: You are getting (re)elected for providing an EVE external service, which you get money for via Patreon donations.
Patreon for about half of the server costs

Is it legitimate/allowed that a player can use their CSM position to raise cash directly for their non-EVE/CCP personal projects, and/or use that project as means to get (re)elected?
The server costs are nothing to do with me being on the CSM. They are a lot to do with why people know me, but theyāre not directly related to me being on the CSM, as Iād continue to have them, regardless of being on the CSM or not. Theyāre for the variety of public services I run for Eve players. See www.fuzzwork.co.uk for details. People who donate donāt get anything more than people who donāt donate (which keeps this legitimate) What itās pulling in doesnāt cover all my server costs.
The only link between my services, and me being on the CSM, is that people know me, because I run services (for free). Iām a well known third party developer.
And my campaign doesnāt cost me anything other than my time. I have not received funds for being on the CSM.
I for one am very concerned with steveās multi dollar third party services empire
