Might I suggest you go look at the PCU during the time when local wasn’t working and notice how much lower it was and long it took to recover even after they got it working again. That is what CCP needs to and is going to learn about a delayed local. The vast majority of eve, believe it or not, are not okay with the uncertainty it brings under the current system. Such a change would require a massive balance pass in current mechanics (see my first post). A far better alternative is to introduce a system which mimics what we have today that can then be exploited for short periods of time but defended against - the whole point is content right?
