Nope. It is a clear and distinct nerf to local. That you cannot see this is not my problem. It is your problem. You cannot currently destroy local or do much of anything to it.
In any event, I am not going to defend this point any longer as that is not the kind of change I prefer. I have already noted I prefer an option where there are trade offs in what kind of intel the OA provides. Hopefully we’ll learn more in the coming months.
Actually i like this propose. But why stop here? What about we move it further?
Let’s make any module have some uncertainty. Let’s say activated module might spend its full cycle doing its stuff or not. Even if it is 99% reliable … You know how its going to continue? Something about lazy, separation from good players from lazy and all this stuff.
Actually that would be cool, but probably not the most fun mechanic. I would prefer that rare events mess you up rather than equipment failure. Like very rare NPC spawns, or a solar flare or whatever. Things that make New Eden less predictable and force a player response.
Some of these things exists, and CCP has been adding more in recent years so I think they share the same sort of vision and are trying to add complexity and uncertainty to the game to make it more interesting and more of a game of skill rather than mindless grinding. The problem, as always, is to do it in an entertaining and balanced way.
There are two schools of thought on that.
One thinks RNG makes PvP more exciting.
The other that RNG creates a systemic imbalance.
Both are valid, and have answers to the other.
EVE does have a substantial amount of RNG built into it already.
As far as structure based effects, like the options of a potential OA, Id prefer they are clear, consistent and defined.
As a rule of thumb, I suggest that the more wide-spread/universal a change, the less RNG should involved. Laws of averages start to mess with those. Much better instead to apply RNG, in small amounts, to more specific/isolated incidents.
To anyone wondering, I am going to fight OA returning Local intel.
That must not be allowed to happen, and there are any number of non-Local related effects an OA can provide, alongside being disruptable/destroyable.
Removing/delaying Local with a structure, is redundant.

I’ve already pointed out I think the OA should be like other structures where they have fitting options so players face trade offs in terms of the intelligence they want.
