Many people will gladly watch gates if paid to do so, or even if required to do so by corp in watches so as to support PvE ops in that system.

Watching a gate is basically isk for free and no effort.
Many noobs would love the job.
Id gladly watch gates for a few hours, if the farmers watch gates for me when its my turn to farm.
Or, you can pay them a % of your ticks/income, or a flat isk/hr.
This really is not an issue.
Of course it requires effort and it’s not free ISK because you have to keep a close eye on all the gates for an amount of time.
How much is that then? Will you come and watch the gates for 20% of my ticks? That will be around 11 mill ISK per hour.

Im sure you can find someone that will watch your gates while you PvE farm.
