Delayed Local works exactly the same as Immediate Local, except it is delayed.
All players in the system receive the delayed Local intel, at the same time.
It just doesnt happen the instant someone happens to enter system.

The equity of delayed Local is shared, just as before in the instant system.
Everyone still gets Local intel, just not immediately as now.
