Ya, like what if we put some sort of “seasons” into the game where concentrations of minerals seem to come and go, but slowly enough for us to see to too see what ‘minerals’ are in season and focus on those. Again, slow enough that large industries in one area of space are effectively starved of other minerals out of season and need to import. There would be a might supply and demand war going on as I’m sure the Null guys would be able to flood the markets appropriately with the mightily Null Industry Giants. Could promote trade/market wars.
And it could work like a clock. In the center, the proximity would mean you could easily chase the minerals you want, but your getting them at High Sec rates. Low Sec you would notice it for sure, not that you would know cause nobody mines in Low, if your going to do it, skip to Null. But the point: The risks chasing the Minerals your after for your Indy, its not worth the transport risks. And in Null, say if you owned the space and had a Mining System and never had to leave it, you would have say 4 seasons to match Our own calendars. Id start with Earth years and privately tweak balance without telling us unless its believe it should be a change made by the public… not something I’d endorse.
afaict there will be a buyback program to get the money back from the towers, I hear for a limited (though long enough to be reasonable) time. But since the moons no longer produce moongoo in a way the towers can use, those towers will no longer be able to produce anything. Also, since the moons’ materials are being reshuffled, it’s not even clear what those moons will be worth post-patch anyway.
POS aren’t being obsoleted entirely by the refineries change – you’ll still need them for jump bridges, cyno beacons, and cyno jammers. Existing moon mining and reaction POS will continue to sit there and suck down fuel until they run out or you unanchor them.
To all those who are begging for shifting moon mineral resources, be aware. Goonswarm Federation has, for the last five years, de-emphasized moon goo in our income. Today, moongoo is the smallest portion of our income, and we’ve specifically tailored our finances in anticipation of the tuning of this feature being off.
Because of this, there’s absolutely no design that would ever encourage us to go to war over moon minerals. They’re simply not worth enough for us to be bothered going more than a jump or two outside of our modest tantrum radius in Delve.
There’s a better solution than PLEX, it’s called farming noobs for loot and ransoms. I would not be opposed to CCP regularly paying me tribute for being so elite either, though. Your idea isn’t a bad one, I’ll speak to my CSM about it.

They will once all the things you need POS for are removed. After the refinery change, POS will still be needed for jump bridges, cyno beacons, and cyno jammers, so it will still be a while.
All of which, it should be noted, fall under the rubric of “transportation infrastructure,” so I wouldn’t be surprised if the next round of Citadels is targeted towards that functionality.

Would solo expedition frig ninja mining be possible? And reasonable? I mean you need to stay exposed to mine, need many trips as you fill the cargo in like 10-15 mins, there are refinery defences and stuff. Or which ship is going to be viable for that kind of business? Porpoise, Orca?
Or will it be fleet only enterprice, like necessary assault fleet to reinforce refinery and defend miners etc.?

Let’s see: would you be willing to go Orca-mining in hostile territory now? Ninja-mining will probably be limited to situations in which the Refinery holders forget to mine the ore and even then it will be risky in anything but a T2 frigate.

Well, POSs are still going to be around for quite a while, so the issue isn’t relevant just yet. But if I had to guess, I’d imagine that “secure anchorage for supercaps” is a functionality that a lot of people need who can’t invest in a Keepstar, and CCP would probably not want to cause the disruption to the game (nor piss off the players) that eliminating that functionality would cause.
My guess is some sort of anchorage function for supercaps would probably also be part of the transportation-infrastructure round of citadels, but I’m just speculating.

Sounds like a good guess to me. I wonder how they are going to implement it, because it’ll need to be without Supers going to Asset Safety or you severely damage the worth of Keepstars.
A Transport Hub could also provide other functionality, such as working as a Stargate.
Thats what I was thinking. One can ninja mine if they forgot or until they show up. In any case the refinery and its defence is still there.
Maybe the question I’m trying to ask is how far from refinery the belt will form? Will the formed belt look like an anomaly, a beacon in overview or none of the above and it will just be bunch of asteroids near refinery?
What if expedition frigates could mine chunks say day before they arrive to refinery?
