Seems like the ingame market gives the best image about the ECM situation.
The price for all ECM ships is in free fall.

Last night I was flying my Rook thru my licensed space (licensed by CCP) and spotted a lone Gnosis runiing a C1 sleeper site:

My Rook is stealth fit so he didnāt see me until I landed on top of him, He was right on the warp in spot.
āThis will be a close fightā I thought as I locked him and deployed my light drones.
My rapid light missiles and hornets were ripping his hammerheads to pieces.
My ECM module had him jammed, So for at least 20 seconds I had a counter to his artillery, my tank would not have to absorb that extra damage ā¦ For 20 seconds my DPS would be greater than his and I was de-fanging his drones,
Soon I would be able to face him off - one v one - his drones would be scrap metal floating in spaceā¦
Errrr ā¦ whatā¦ heās shooting me but but ā¦ I jammed him .
ā¦ He does so much more damage without my ECM working
ā¦ Oh no ā¦ I have to warp out
ā¦ Iām going to die ā¦ just made it out ā¦
Maybe if I had used racial ECM to get a better change of a jam
Oh ā¦ thats right my ECM does NOTHING against him ā¦

Stop using jams then you dishonourable poo 
but I donāt fly in fleets ā¦ sometimes a small gang or 2 or 3 but thats about DPS and tackle not ECM
ā¦and the Burst jammer would stop my drones as well as his
By the Jams are my Tank ā¦ and itās not even a reliable tank its a random roll with modifiers tank
Edit: or it was - now its a non existent tank ā¦ Do you know how helpless (being without agency) it feels flying a ship with non-existent tank and offensive weapons that donāt work .

The heavy missiles will never be quick enough to kill enemy drones and if I use ECM drones my opponent will be able to shoot my drones as well as me.
Whatās your fit now?

PvP Solo - so It canāt rely on passive regen for its tank, needs tackle, web and prop to keep up with opponent.
Web also helps with killing drones. Needs multi racial jammer as I donāt know who I will find wandering wh space.
I have really good ecm skills: vs the Gnosis I have a little over a 1 in 3 chance of jamming (1 in 10 if he has sebo with scripts) .
Which means if Iām lucky, hit a jam on a regular enough basis to rep my shields, donāt get my drones killed, have enough cap charges - I can win - If he doesnāt have eccm scripts and a sebo in which case I can win if im really really really lucky

If I think he has a cloaked friend, I may swap the web for a 2nd multispec - but that means I may lose my target by being out paced or not win because Iām too slow killing his drones
So what were you doing before when the jams didnāt land?
If the jams didnāt land enough times then I would die

Maybe CCP devs could see fit to exclude Combat recons & Blackops from this ECM taunting thing
I donāt think scorpions need be excluded but it would be nice if they could fit 2 bursts
In the past months, a Astrhus of me was attacked by three different corps.
I was able to push them away with a massive use of ECM.
All opponents wasnāt able to break my tank.
On the other side, I was not able to harm the BS-Fleets, nor to tackle them longer than 30 sec.
Either the StandUp-Disrupter cycle runs of, or if I launch my Sirens, they just use a MJD, but continue firing at the structure.
Yesterday I made a try with my cita.
Now StandUp-ECMs are useless.
