Yeah that includes hi-sec. Your fleet phoon got a dps buff in the battleship balance around 2013/14. Thus you were able to print more isk with it. And so did the other ships that people commonly used to run missions or run incursions.
And that’s why you aren’t getting level 5’s in hi-sec. It’s just more of the same problem.
I come from an era in Eve where you were encouraged to leave the nest and move out to low/ null. I realize the last few years hs has been a complete cluster @#$@ but many of the older players consider High Sec Elwyn forest.
For years the development model of this game was suposed to encourage people to venture out into null which was considered the deep end of the pool.
Its only been recently that they’ve started pandering to the high sec types. I wonder if trying to do too much is causing part of the problem.

It’s all futile anyway. Joking apart, there’s nothing CCP can do now to stop the rot and decline. It’s evident and the numbers speak for themselves. If anybody believes there is any miracle reversal now that will buck the trend, I guess it would be like investing in Star Citizen and holding your breath waiting for the release. Sadly, I believe the damage CCP have done to the community and the underlying principles and ethos of what made this game different is no longer repairable - but this has been years in the making and not the fault of the community.
Uh no it wasn’t. Old development documents specifically talk about about all interconnected areas of space, each with their own strengths and weaknesses.
Recent years it’s actually CCP pandering to null and making that space best at everything.

The refining changes.
The manufacturing bonuses.
The additions of all the low end ore to the ABC’s
The research changes.
More recently even low sec got slammed with the capital manufacturing modules that POS used getting turned into basically nothing meaning Null beats them there as well now.
Null already was the best at ratting, so that was no change.
Incursion changes to allow 50% more in fleet, therefore faster site times. (Ok, this one I’m not really anti, but it still is a Null best at buff).
There’s a start of a list of what destroyed high secs strong points and handed them to null on a silver platter.
I’m becoming more and more convinced that the pandering to high sec resident was one of the big CCP missteps.

The original vision CCP had and ran with for 10ish years was that all areas of space were important, and interdependent.

You seem to have come from an era so long ago that you’ve become blind and deaf.
Over the past 2 years, I’ve seen far more comments in the help channels to new players asking “so what do I do next?” saying “Just move to null join a corp and go rat or mine for billions of ISK”.
CCP has consistently been pushing the “move to null, join a big corp, fly a capital” direction for years now. For the last 2 years the trend to move to null and just farm away has been so obvious that it’s been a constant topic on the forums.
5 years ago moving to null was considered a semi-brave step. Lately it’s been the obvious and safest way to farm loot.
High sec has been given virtually nothing (in the past 5 years or so) so I have no clue what you mean by “pandering to high sec residents”.
Apparently, neither do you.
It’s weird how highsec carebears cry that nullsec gets free farming, and highsec gets nothing. Are highsec carebears so antisocial and intolerable that NO nullsec alliance will admit them? If it’s so much easier in null sec, why don’t you move?
Literally the ONLY reason anyone should ever be in high sec, is if there is a miner that needs help purchasing a mining permit. High sec is not supposed to be a place that you live for years. What are you doing?? Roleplaying as a scrap metal trader from Kor-Azor? Running a small family business in the rugged ice belts of Halaima? GET OUT!
I’ll agree that CCP has been far too generous toward bot aspirants, but the solution is not to give more to high sec, so that high sec miners can compete with null sec miners. The solution, the only solution, is to burn them all.
