PA is always going to be interested in making money. But they appear to thusfar trust CCP to know their playerbase.
You know the one thing PA wants more than making money? Not losing money; they just bought CCP for a huge chunk of change… if they want that investment to pay off, they need to think long term.

Dear Old Pervert, you are mistaken, CCP are idiots who bankrupt the game by allowing PVP everywhere. The glorious people at PA gently put 425 Mil on the table to save a failed company and now they are about to gamble it all by completely changing the game mechanics. What a bunch of kind and brave people. I’m sorry to say that, but you lack of vision.

I did not have to tell them anything, they proved themselves as a successful businessmans. 
Hint: PA in few years made much more than CCP in 15.
And to be ontopic: That’s why they know what to do with scaling PVP in different Eve zones.
