Actually I never really checked the agent levelā€¦

Been up all night playing Eve soooo Iā€™m also a bit foggy too.

There is no penalty. Period. You donā€™t even have to wait the 4 hours. I just cycled through the agent in Jita 100 times in a row. And out of that 100 times the only ships that came up are all T1 frigates, T1 destroyers, and T1 barges. No cruisers, no BCs, and no battleships.

Just cycle through them until you come across one that you have or can afford. There is absolutely no penalty or standings hit.
