Since insurgencies were cut to 7 days, hauling ships and fits has become way more of a chore. What if FOBs got a mini fleet hangar? Not carrier-sized, but just enough to carry the basics from insurgency to insurgency. It could definitely cost some ISK to use, too.

No idea.
At the moment assets savety is used (at least when the insurgency is over). Guess that would probably work aswell if the FOB is destroyed (how das this work in 0.0 structures?)
