They aren’t, but this is normal for threads that stay open this long. They always gravitate to ganking or wardecs.

Unfortunately, you have your head buried so far up the theory of what you are writing, that you can’t understand that in game, it’s incorrect.
Prior to December 2018, 100% of corps could be wardecced, but we know from CCP explanation of the reason for changing the situation that people stopped playing when they were wardecced, moved to NPC Corps and/or didn’t put their characters in player owned corps at all to begin with.
For every corp that was wardecced, in most cases, the target pool was empty because there were 0 targets available.
That was why CCP changed it, especially because they could see that even after a war ended, people still didn’t log in.
Prior to the changes PIRAT, Marmite, etc. had to have more than 100 wars active because they understood that in practice, most of those wars had a 0 target pool.
Post the changes, 100% of wars have a miniumum of 1 target, sitting in space 24/7 available to attack.
In practice, we are seeing more targets in many wars. The target pool has increased in reality, since the wardec changes.
You can’t shoot a Corp. You can only shoot the players in the Corp and assets in space. So the number of Corps isn’t the pool of targets. The number of players and assets is and always has been. We know that when a Corp was decced before, the number of players playing the game dropped. The number of targets in most cases was 0.
Theory v reality. No experience v experience.
