FW+highsec: pulling-rank and name dropping

I want to introduce the concepts of pulling-rank and name-dropping for militia when flying in highsec.

Explain like i’m five:
In your own empire If you succeed the rank check then you can dock, tether, can’t be attacked by random people since you will be exempted from the outlaw status, also won’t be chased by faction police or faction navy, can also cloak, however CONCORD will still work against you in case you have a criminal timer.

The idea is: if your militia rank is high enough then in highsec you are exempt from outlaw status, from navy and police response, you can also dock, tether and cloak. This will work only in the empire from your militia:

  1. Pullling-rank: there will be a militia rank check that will exempt the pilot in that security level in highsec.
“Do you know who I am?”
    “I outrank you.”
    “I’m calling the shots here.”

  2. Name-dropping: for pilots in fully enlisted corporations who failed the pulling-rank check there will be name-dropping check that will check the corporate rank (simple average among all members updated at downtime). If the corporate rank average is enough then this pilot is exempted in this system security level.
“I’m working with [corporation name] on this, make way”

Each empire militia has 10 ranks, considering rank 1 the lowest and 10 the highest, they will succeed the rank check and will be benefited in highsec in systems from security status 0.5 up to 1.0:
0.5: rank 5 and above will succeed the rank check
0.6: rank 6 and above
0.7: rank 7 and above
0.8: rank 8 and above
0.9: rank 9 and above
1.0: rank 10

Ranks from 1 to 4 aren’t high enough and have no benefits.

The overall idea is bringing more of lowsec to highsec and get more content. This also fixes a few issues we have with Guristas/Angels gatecamping on highsec completely undisturbed while newbros from time to time batphone us calling for help and the only answer we can give them is “we can’t fly highsec”.

We should be able to fly at least in our own empire if we have rank, I wanna hear “Thank you for your service” when I come back to highsec instead of hearing the aggression alarm from being attacked by NPCs.

If you have a high standing in the militia CONCORD should leave you alone if you have a low security status?

Are you suggesting the Uedama gankers should join the Caldari navy faction to be able to gank without losing their ships to CONCORD?

This would be a considerable buff to high sec ganking. While I do think ganking has a place in EVE I don’t think it should have a buff this large as this change removes the ‘suicide’ from suicide ganking.

If CONCORD no longer kills them, high sec gankers could ship up to T3Cs and Marauders to kill freighters. There would be no EHP value too high and loot value too low to make ganks unprofitable, as there no longer is an ISK cost to ganking, besides ammo use.

Please rethink this idea.

It’s really annoying if a 3rd Rank Minmatar Police Officer destroys a War Hero’s Rifter autopiloting to Rens after 4 hours of fighting pirates and Amarr in lowsec.

concord does leave you alone, unless you doing somethings criminal, and if you are a high ranking navy officer that makes you a law-man too, engaging in a criminal act in highsec, outside the militia, should not only get you concorded but also your standing to the militia revoked.

There are three things in highsec:

  1. faction navy for chasing people with low empire standings
  2. faction police for chasing people with low security stations
  3. CONCORD police for killing criminals instantly

The CONCORD part would never change

However if you have high militia rank (which takes a long time to achieve) then you would be left alone by the faction navy and faction police within your own empire only. The other militia and pirates will still kill you non stop tough since you are in eternal war.

It sounds interesting but it also seems like it could be exploited but im not sure

It is not exploitable, because it would work as intended, if you are a serious FW player you will have a very high rank and you would be able to run content in highsec.

If you are just a ganker who wants to dock in highsec, then you would have to join the militia, you would have to run content in FW for many many many hundreds of hours of war while being shot by everybody… then you would have to achieve the rank somehow, then you would have to go back to highsec still at war and you would still get shot by enemy militia and pirates anyway. If you are an antiganker you can simply join the Guristas and Angels and simply kill all gankers before they even start the gank.

It’s a 10/10 risk vs reward thing

@Gerard_Amatin your answer is here

Okay, that solves my main concern.

There’s one part I still don’t like, the bolded part here:

Use of the average rank in a corporation can have the unintended consequence that it makes groups kick or exclude new players to boost the average rank.

Yes, that is the idea truly, that’s for doing the standings padding and all big alliances already have that. Everybody is all set already, if you change this rule this would cause a bigger outcry than scarcity trust me

I like the idea in theory but it should only apply to faction police chasing you and at max rank the ability to cloak. Everything else is a concord matter and your rank means nothing there.

Would it? Ganking cats are EXTREMELY cheap already, does it really matter if they’re a one time purchase?

People could ship up from Catalysts to something like Kronoses if the ship was a one-time purchase and CONCORD didn’t bother them. That would be a massive boost of dps per pilot.

But this is irrelevant as the suggestion isn’t meant to overrule CONCORD.

Let’s not even talk about sinceCONCORD would suffer no changes and people who have a criminal flag would get CONCORD as they are today

We are talking about the high ranking militia members who played FW for hundreds of hours in lowsec and they have open wars, if a ganker put the effort to grind FW for months and have high ranking then he would still get shot at highsec because he is at war. Any antiganker who is not lazy and is serious about antiganking could join the opposing militia/pirates and simply kill the gankers

Still, yet to see the mythical kronos fleet ganking in highsec LMAO
