With such an upgrade, you could make whole constellations of null sec safe from filaments and funnel all the filaments that could come into your region into a single constellation or system. That sure sounds balanced and a good experience. Free kill farming for the sov holders. Did I tell you about how they are unfixable?
On a second thought, I am all for easy farming of random noobies trying to go into Delve or Drone Lands or Deklein, who will end up right in my home system where I can farm them with ease, while the rest of my region(s) are safe from these pesky magic carpet “roamers”. That sounds like a really great experience for me.
That’s a weak argument at best. If you have limited playtime, join an active group and use their wormhole scanning to get to your exploration areas or for roaming.
Have I mentioned how Filaments take away important player interaction? I can’t remember. 
the jamming would be for use of a filament in the system the jammer is in. One way. I thought i was clear on that.
Us high sec carebears can come in. But if you are jamming we can only get out via gate.
I.e. easy to get into and be content. Difficult to escape being content.
That’s the thing thou if you compare filament’s and wh’s. Wh’s are super well balanced you can be cut off there is risk and reward and you can be chased through one I think Filament’s need to be modeled a little closer to wh’s in some way.

But someone had to scan the Thera holes. Usually that’s done by Signal Cartel, sure, but actual players had to put effort into scanning Thera, have to maintain the website and find a way to secure the bookmarks list (which is hard. as last year’s outage of the thera holes bookmarks list following the SNUFF shenanigans demonstrated). All meaningful, important and good gameplay aspects in a game that is supposedly all about player interaction and cooperation.

If you could from anywhere in high sec travel 3 jumps to the high/low boarder then 3 jumps to the low/null boarder and then 2 or 3 jumps anywhere into null would you take that route?

Wrong question. You should ask: What can I do instead that is helpful to the game and keeps you accessible and available for interaction with the game all the time. There are lots of things available to that end, but if you keep your rose-tinted filament and abyss PVE glasses on, you won’t see them.
On the other hand, I also can’t fully blame you because CCP is somewhat good at conditioning people into thinking like you. Your only option for fun are filaments.
