We’ve done a lot of refactoring for Tech 3 ships, which has been released in today’s patch: https://www.eveonline.com/news/view/patch-notes-version-23-01
With this change, the performance cost of Tech 3 ships should be around the same as any other cruiser in the game - in particular when they are first encountered and stuttering could occur previously. I’d be interested to hear if this has resolved the issue for you
