Green Safety and Vorton chain targeting: a “working as designed” interaction that behaves like a bug

I would like to propose a change to the interaction between Green Safety, Vorton Projectors, and automatic secondary targets.

This interaction may technically be functioning according to the current Crimewatch rules, but from the player’s perspective it behaves like a safety-system bypass and is very close to being a gameplay bug.

Current behavior

The following situation can occur in high-security space:

  1. An EDENCOM ship is using a Vorton Projector against NPC targets.
  2. The pilot has Green Safety enabled.
  3. Another player takes loot belonging to the EDENCOM pilot and becomes a Suspect.
  4. The Vorton Projector automatically selects that player as a secondary chain target.
  5. Damage is applied to the player.
  6. A Limited Engagement is created between the EDENCOM pilot and the Suspect.
  7. The Suspect can now legally tackle and destroy the EDENCOM ship without CONCORD intervention.

The EDENCOM pilot did not manually select the player, did not activate the weapon against the player, and may not even notice that the player became a valid secondary target before the Vorton discharge occurred.

The player’s only deliberate action was continuing to fire at an NPC while Green Safety was enabled.

Why this is a problem

I understand the technical explanation: a Suspect is a legal target, attacking a Suspect does not give the attacker a Suspect or Criminal flag, and Green Safety does not prevent Limited Engagements.

However, that explanation does not resolve the underlying design problem.

With conventional weapons, the player must deliberately lock the Suspect and activate a weapon against them. The player is consciously initiating PvP and accepting the resulting Limited Engagement.

With Vorton Projectors, the secondary target is selected automatically by the weapon system. A neutral player can intentionally become Suspect during ongoing PvE combat and use the automatic chain mechanic to force the EDENCOM pilot into a Limited Engagement.

This creates a baiting mechanic in which:

  • Green Safety remains enabled;
  • the pilot continues attacking only NPCs;
  • the weapon automatically applies damage to another player;
  • the other player receives legal aggression rights;
  • the EDENCOM pilot may lose an expensive ship without knowingly initiating PvP.

At the Crimewatch level, this may be “working as designed.”

At the user-interface and weapon-control level, it behaves like a bug.

Green Safety is generally understood as protection against accidentally entering dangerous aggression states. An automatically selected secondary target should not be able to create a new PvP engagement without a deliberate action or clear confirmation from the player.

Proposed solution

My preferred solution is:

When Green Safety is enabled, Vorton Projectors should exclude player-controlled ships from automatic secondary chain targeting if applying damage to that player would create a new Limited Engagement.

This restriction should apply only to automatic secondary targets. It would not prevent a player from deliberately attacking a legal player target as the primary target.

A pilot who intentionally wants Vorton chains to include Suspects could switch Safety to Yellow.

Possible implementation logic:

  • Green Safety: automatic Vorton chains cannot initiate a new Limited Engagement with a player.
  • Yellow or Red Safety: current behavior remains unchanged.
  • Existing wars, duels, fleet aggression, or already active Limited Engagements could continue to use the normal targeting rules.

Alternative solutions

If changing secondary-target selection is not considered acceptable, there should at least be a clear warning and confirmation mechanic.

For example:

  • Stop the Vorton Projector cycle when a player becomes a possible secondary target.
  • Display a warning that the next discharge may initiate a Limited Engagement.
  • Require confirmation before the weapon can damage that player.
  • Add an explicit option such as “Prevent automatic Limited Engagements.”
  • Add a prominent warning to the Vorton Projector description and Green Safety interface.

Simply explaining that Green Safety technically allows Limited Engagements is not sufficient. The core problem is that the engagement is initiated through an automatic weapon bounce rather than an intentional attack command.

Why this change would be reasonable

This proposal would not make high-security space completely safe.

It would not prevent:

  • suicide ganking;
  • legal attacks against Suspects;
  • wars;
  • duels;
  • deliberate PvP;
  • players using Yellow Safety to accept the risk.

It would only prevent an automated weapon-selection system from starting a new PvP engagement while the pilot is using the most restrictive Safety setting and deliberately attacking an NPC.

EDENCOM ships already have significant drawbacks associated with uncontrolled chain damage. Those risks are understandable when they affect NPC target selection, standings, or damage application. Automatically granting another player legal aggression rights without a deliberate PvP action is a fundamentally different level of consequence.

Conclusion

The current interaction may be technically consistent with Crimewatch, but it is inconsistent with the practical purpose of Green Safety.

A player should not be able to manufacture a Limited Engagement by placing themselves into an automatically generated Vorton chain while the EDENCOM pilot is intentionally firing only at NPCs.

Please consider changing Green Safety so that Vorton Projectors cannot automatically initiate new Limited Engagements through secondary chain targets.

I agree there is a gameplay problem with the way Vorton weapons interact with Safety settings.

I however think the solution is something entirely different.

Safety settings exist to protect the player from taking dangerous actions. Safety settings therefore stop players from doing dangerous things like using aggressive Area of Effect weapons like ECM bursts and smartbombs. And they should protect players from using Vorton weapons as well.

It is ridiculous that something as dangerous and random as a chain lightning attack which bounces between any targets in range can somehow be magically ‘programmed’ to not hurt allies, but only in high sec space.

All parts of space besides high sec have to deal with the intended drawback of using freaking lightning chains, where random chain attacks between targets can potentially hurt your allies and drones when you attack a target too close to your allies.

Why does high sec need to be pampered with special rules and are safety settings so very inconsistent in behaviour when it comes to Vorton weapons that instead of protecting you from activating a dangerous weapon it instead makes a dangerous weapon significantly less dangerous for your allies and thus significantly better than elsewhere in space?

My proposal is:

  • to remove the target selection interaction with safety settings entirely for Vorton weapons
  • to disallow using Vorton weapons in HS space unless at red safety, to prevent the risk of using such a weapon which has the potential to cause criminal timers when it hits illegal targets too close to your target

If this means Vorton weapons chain to allies and get you destroyed by CONCORD, so be it. The same thing happens when you smartbomb an illegal target in high sec. Do not use dangerous weapons like these if allies are in range.

Please fix the game to be more consistent.

Agreed. Allow Vorton Weapons only with red safety. If you get killed using them, your fault.

Letting the user decide how the weapon should chain is very bad design.

I agree with Gerard and Syzygium. If you want to use an AOE weapon, you shouldn’t be able to magically eliminate the risks of doing so by setting a safety. The safety not allowing me to pull the trigger makes sense - that is what a safety does. The safety magically steering chain lightning to only hit safe targets is an asburdity of space-magic.

Or… we allow smartbombs to only damage suspects in high-sec as well…

You can normally shoot a suspect with green safety, as that act does not give you a criminal or suspect timer. You only get a limited engagement timer (along with the normal weapons timer). If you see someone acting suspicious and flying towards a wreck, stop shooting before hand. It’s on the player to be aware of their surroundings, even in high sec. If you are acting as though you are AFK, that is on you.

Vortex weapons are a tad different. You can be firing, a suspect pops up and gets zapped..

If you are doing an Anomaly or Mission in HS and someone else comes in, thats a big fat red warning sign.

I personally abandon all wrecks instantly and scoop my MTU should I have one out to signal him that I won’t allow him to do any shenanigans. So he can take whatever he wishes, but can’t even get suspect. Most of those baiters know at this moment that I am aware of the game mechanics and simply leave, looking for an easier target.

if you are truly stupid enough to use one of these ships in HS empire, you deserve to lose your ship..

i have used the sky breaker on hs gank squads wondering when the ■■■■ they would have a suspect be in range of the gank squad so they would force me to not shoot ot if i did.. they would shoot me.

end of the day adapt..

you dont have to steal loot to become a suspect… nothing to stop them coming to you as a suspect already and cloaked…

Yeah sure, but that isn’t what his plan is. He wants to find some clueless dude who doesn’t know that he can legally shoot back without CONCORD interfering if you shoot at him. The moment you abandon the wrecks and scoop your MTU instantly, he knows you will not fall for his suspect bait.

i seen 3 this year including mine..

2x sky breakers, and one storm bringer.. thats it..

i have heard of pilots using sky breakers to run multiple lvl 1 agents in eveants that call for the amount of missions ran …

Wouldn’t you see the player turn suspect in local before they can show up as cloaked suspect in your site?

And pausing your attacks to see what they do or to see if they move on is not an option to reduce risk?

What about finding a system with fewer people or one where people aren’t regularly going suspect, surely those exist?

Valid point, there is inconsistency in how AoE interacts. Either CCP make all AoE locked to red safety ( as per smartbombs ) or all AoE has the ‘magic’ do not hurt friends function.

It would be hilariously unbalanced if I could launch bombs into a brawl and the massive explosions only hurt enemies and not my allies ‘because my safety settings are green!’

No, the game should be consistent and should not change entire mechanics based on your safety settings.

Safety settings should stop you from taking dangerous actions, not change how those actions behave.
