So I had been upvoting these as to my understanding is after someone tracks down those targets that your Corp is then paying out the bounty?
Like are you by any chance reimbursing the killright fee to force flag those pilots to turn suspect?

No the killright is paid in exchange for the hunter to kill the target. I give nothing else in exchange and the suspect flag is granted automatically by the in-game system so I have nothing to do with that, one pays for the KR and the suspect flag activates automatically.
Most hunters do it for the thrill of the hunt itself so doesn’t matter to them if they have to pay a small sum for the kill.
Also if the target is flying a juicy ship it is worth the gamble to buy the killright.
However if they’re into it for the ISK only then they will only buy the killright if the target is flying something that has a chance of dropping more than the price of the killright.
Also buying a killright can be situational like it is not without precedent that a gate camper or lowsec roamer buys a killright to avoid having to deal with gate guns or like the Safety. team pointed out earlier buying the killright to avoid having to suicide their firing squad as the total price of their ganking ships would be more than simply buying the killright and not having to pay replacing said ships thus they still save ISK by buying the killright instead of if they haven’t.
So there can be several reasons why one might pay for the killrights.

Shall I let you into a little secret? The OP is a skillfully constructed facade for Uriel’s killright scheme.
He has a secure container in Parchanier containing a few bil ISK in Plex and various mission items for the COSMOS Drone Mind mission. Uriel’s alt destroys the structure and cruisers and takes the mission loot every time it respawns.
Players running the COSMOS mission arrive at the site and can view the contents of the container but the items are locked and cannot be removed. So they shoot container instead and receive a visit from CONCORD. This generates a killright for Uriel, which he then sells for 50 mil ISK a pop. Clever, eh?
