I don’t think you realise that you just made a very important point here. You would like hisec to be lowsec, an empty barren wasteland…
Pirate types have free rein in lowsec, just to remind you of that. Also if you don’t want restrictions on your play, then nullsec and WH space is open to you.
But you sit in hisec and try to get it turned into lowsec.
So you whine that hisec is too safe, do you want cheese with your whine?
