I’m not going to pursue this any further, because the outcome doesn’t really matter, but we appear to be talking about different things here.
You keep talking about what you think alphas should be, but I don’t see how that’s relevant to the question of why alphas being what they are should be allowed to go criminal in high sec or not.
Whatever your reasons for thinking alphas shouldn’t be allowed to go criminal, it cannot be that you think they should be something they’re not, that doesn’t make sense. They’re what they are, and any rational opinion on whether they should be allowed to go criminal or not should be based on what they are, not what you think they should be but aren’t…
I’m saying on the premise that alpha accounts are for trials, player abuse of alphas would be reduced if they could not go red. Specifically, you wouldn’t be able to just roll a bunch of alphas for suicide ganks in different systems, so that when a ping comes out you can’t just log into XYZ for the gank.
Yet, on the flip side, when said alpha accounts are indeed used for trials, they must absolutely have the opportunity to go red to truly experience Eve.
Alpha clones are for example used that way as nullsov harrasment skirmishers (though null, so red safety is moot there). Concept is you have an alpha or ten that you leave scattered through hostile space. Order is given to log into the alphas in XYZ, you harrass there until they respond. Log off, and onto a different alpha on the opposite side of their space, harrass until they respond. Rinse and repeat throughout their space, wearing down their membership’s willingness to log on for a ping. Then you hit them with the mains after they’ve exhausted their membership’s patience. It’s an infuriating harassment tactic that I feel is an abuse of an alpha clone. It’s so Eve it’s ridiculous.
I bet you totally could mug Trump in the oval office. They’d undoubtedly shoot your ass afterward (ironically the same as concord!), but if you could get close enough it makes sense that you’d be able to impart sufficient motivation to relieve him of his wallet.

Pirate types have free rein in lowsec, just to remind you of that. Also if you don’t want restrictions on your play, then nullsec and WH space is open to you.
But you sit in hisec and try to get it turned into lowsec.

This actually makes a lot of sense. I would simply rename hisec to mildsec or medium sec or something. Would prepare players much better for what is to come.

This is actually one of the many things you were missing when some time ago I told you you need to learn A LOT more about the game before pretending you might be able to come up with some coalition of miners to defeat them.
