I think you have a great idea. Make null and high equal except for security status. High would have capital ships, cynos, bubbles, the same bounties on rats, asteroids would be huge and high quality, and null would have people and be dangerous.
Seriously in the long term I don’t know if the drifters are a good idea or not, but null is very broken right now and something has to be done. I spend about have my time in null these days and the only thing that I ever worry about at all is bubbles. I went through pure blind last night through 37 different systems and saw 18 players, 5 of which were in EC-P8R trying to camp the high sec gate. I know the changes shakes up things for a lot of people but something has to change.

As for the OP he has obviously not heard or thought about FOB’s and of course Drifters do spawn in hisec and they have the DD too. Most hisec people cannot deal with the FOB rats which warp to belts, Athanors and so on. They also ping your structures, but don’t destroy them just like the Drifters. So already have it mate and dealing with it.
Some people have complained ineffectually on the forums, but I don’t recall people getting salty enough to declare war on nullsec…, but of course I know that the war on hisec was in the works anyway and the Drifter thing is only to make the embargo stronger by getting other stupid nullseccers to help the Goons win eve even more. Well played I have to say to the Goons if they can pull it off.
