For people that never leave HS, moon mining is literal gold for them currently.
If you limit the number of capable moons and give better ores (low tier nullsec equivalent), they will fight for the control of those.
Nullsec/Lowsec groups won’t care since they already have R32s and R64s
If you think it will kill content, fine, it’s your opinion. But it doesn’t change the fact that it will bring a lot of long-term content for most highsec denizens.

can field 19b worth of ships with 34 pilots over a one month period
and group B
can field 3b worth of ships with 15 pilots
group B is going to lose no matter what the sec status of the space is.
yes capitals are irrelevant i have been a part of POS sieges in LS and NS that also didn’t utilize caps. i have been involved in ones where only one side had caps
its about how much you can field for how long while inflicting damage unsustainable to the other side
Null sec and low sec groups will care because if they can limit the sustainability of highsec more, they - especially null sec - can sell their oversupplies of ores and minerals for more profit.
And that single mining citadel would be under wardec and attack 23/7 non-stop. No mining would get done. Ever.

I don’t know one group who’d be willing to weaken themselves in null or low only to have few shitty moons in highsec
Even merc groups have better things to do than to protect citadels (they can’t even protect their own pocos lul)
… if its not worth it for the null group to take it then there will still be a group large enough to make it not worth taking and then it will just sit there uncontested.
