That is nothing new. Every electric motor produces thrust without any propellant by using atraction and repulsion forces between magnetic fields. 
The EM Drive is not even a motor. The resonating chamber does nothing. It’s just the live wires gently pushing against Earth’s magnetic field -so no Earth, no thrust. That’s completely useless as a space engine and also is uselessly weak on Earth.

Don’t get things mixed. A propellant is a mass that’s subject to impulse. Magnetic fields are not propellants, but they can impulse a propellant (as they do with ion engines).
Then once again I ask you, what is the propellant used by a railgun?
railgun doesnt use a propellant
it just projects a prjectile without propellent
like a bullet from a gun
the initial explosion causes it to propel
but it doesnt have a rocket booster to allow it to propel itself
this argument is about allowing the bullet to have a rocket booster with potentially infinite fuel to keep prepelling itself

A EM drive without the Earth has nothing to interact to thus it generates no thrust and no movement at all*.

That’s not happening. The EM Drive was causing a unnacounted reaction against Earth’s magnetic field. Once it’s been accounted for, the EM Drive doesn’t works at all.
