it seems to me that the old ‘police and thieves’ game doesn’t work so much here.
Thieves (gankers) are many, excited, aggressive, loved and organized, police (antigankers) are not.
There is probably nothing to earn by being police.

as irl it’s not easy to know where is the good and where the bad.

Gankers are more like the modern day robin hood (one of many) , they take from the rich and give to the poor (themselves).

You clearly don’t understand the coordination, timing, and skills involved with ganking in HS. Especially in the higher sec systems. …and for the record, not a ganker.
