The big difference with what is done elsewhere is that it is absolutely free to mine in Hek.
No taxes or permits of any kind.
The only thing asked is to join the almost daily HMA mining fleet, which is accessible to everyone and provides mining acceleration and support.
It is not a question of banning anyone from the resource, but of integrating miners into a situational awareness in Hek.
And maybe make the aspiring gankers spies think twice about coming and attacking the newbies who are making their first steps in EVE.

This is particularly untrue, since it is simply a matter of looking at the stickers of the ships in the HMA fleet to realise that not only are they not all from the corporation you are talking about, but often even more numerous than those of the corp in question.
