Scamming noobs in starter systems is prohibited. However, ganking is not. Read the rule carefully, and notice that the words “gank” and “kill” are not listed. It is not allowed to lure a new player into a mining belt, urging them to mine without a permit, but it is not illegal to arrest them if they are already breaking the law.
