Good news, this is already the case, you can choose to pay if you wish, but you don’t have to.
CCP has DLC in terms of steam
Not in the traditional sense, and it would be hard to implement optional DLC content because of the underlying structure of Eve; a single shard (minus China) universe requires everybody has the same client package
but at least all i would ask would be to lower the monthly sub.
It’s remained the same since 2003, it’s actually a better deal now than it was then; when you consider that a bill that cost $15 in 2003 should cost $20 in 2019 due to inflation.

I have met the devs and they have lives, families. I free to play change would not support them.
I understand that you want this lovely game for free because free is nice (as long as you ignore how much someone else needs to pay for it)
I don’t ignore that sort of thing and I would like Eve to stay around for a long long time so you play as alpha and I will continue to subscribe and we both can be happy with what we have.
